Why a store costs more than a website.

A brochure site has to be found and read. A store has to take money correctly, every time, from every customer, on every device. That is more configuration and considerably more testing.

A store that takes an order it cannot fulfil, or fails a payment silently, costs far more than the build did. The testing is the point.
