No. It is illegal under most spam rules, it damages your sending reputation, and the people on it have never heard of you. Anyone offering this is selling you a problem.

Usually less often than you are told. Consistency matters more than frequency, and a monthly email people open beats a weekly one they delete.

Some will, and that is fine. A list of people who want to hear from you is worth more than a big list that ignores you.
